When one considers the plan of redemption as outlined by Isaiah, clearly the angelic message is concerned principally not with the first stage, but especially with the second stage of return: the forgiveness of sins and renewal of a right relationship to God. The end of the exile is frequently portrayed in terms of the exodus.
